In my view payroll is come under HR for monitering and recrod purpose as part of human resource accounting, but the ultimate control and decision making etc will come under accounting procedure

Payroll Accounting, as the name suggests is definitely an accounting job. In my opinion, even processing the payroll which is purely of an administrative nature needs to rest with the accounting department. However, ensuring that the data input into the payroll is accurate, including the leave days, the overtime pay, the allowances, any increase in salary rests with the HR department. In case of most ERP solutions, the accounting happens automatically and seamlessly. Accounting department only need to do periodic reconciliations to control accounts such as employee loans, employee end of service benefit accounts etc.,

I guess Payroll software would fall under the Human Capital management.

Payroll accounting : segmentation would be first from HR and the inputs are moved to accounting for MIS/and for accounting purposes.
In my view the origin is from the HR angle since the inputs with regard to manpower/head count/addition & deletion are provided from the HR division for accounting , and for financial budgeting with regard to payroll disbursement on monthly basis.
Also to add that in most cases, both are not interdependent but are closely related with each other in the management purview.
Gone are the days where HR & Finance used to function seperately but now it has become a part & parcel of the day to day process.
