If you're unsure about distance education and don't have much time to research the things about universities, the safest bet would be IGNOU.

If you ask for my recommendations, I would vote for IGNOU.

You can take online courses from pretty much all Ivy League schools for free, actually. I would advise you to take a look at resources like Coursera, EdX, Lynda, or even MIT's website since they post many lectures online. It is very easy to switch to a distance learning mode these days since it is available pretty much everywhere. On Coursera, for example, there is a possibility of obtaining a legitimate certificate but this option is not free. As far as I remember, it costs around $40-50. Look it up!
