Dear Santosh
Your query is not clear.
What I understood is that you have not deducted the PF for an employee since his beginning who draws Rs.16000/- pm. Now you want to deduct the PF from this month onwards. You want to know the possibilities.
Yes you can start deducting the PF of the employee from this month onwards. But while issuing Form 5 please mention the date of joining as 01 Oct 2013 instead of old date. If any query comes you can inform the authorities that he was taken on trial basis on temporary and for attending some urgent work. Now you are interested to keep him permanently. So now onwards you started deducting he PF.
Now for safeguarding your company's interest you can issue him a fresh appointment letter stating his salary and PF Deduction components and other emoluments, in which obtain an acceptance signature from the employee and keep it in his service records.
