In response to your quiries may kindly be noted the followings :-
1) Registration of Service Tax is mandatory, if the annual turn over is 10Lac or More. Hence when your total turn over/services cross the said limit, then your liability for payment of service will arise.
2) If your AMC is Rs. 70000/- only during the year then service tax will not arise.
3)Generally service tax liability will arise against the receiver of the service. Service receiver will pay the service tax to the service providers(Registered) and the service providers will pay the same service tax to the Central Excise Deptt. by 5th/6th(E_Payment) day in the next month.

As per rule, The Invoice or Service provided or Amount received whichever is earlier we have to consider the same and deposit the ST accordingly, but
if the customer pay 50% of the total invoice and the rest later and if we go as per invoice and deposit ST accordingly, we will be under loss until 100% amount received. Hence many will follow ST on collection basis
